First off, confine him/her when you can’t supervise. I can’t stress enough the importance of this. At four months of age, you cannot hold the puppy responsible. If it has an accident, it is *your* fault. For potty training, use a crate that is only big enough for her/him to comfortably stand, lie, and turn around in. (S)he should not be able to potty in one end and lie down in the other. Make sure (s)he’s not confined for too long — generally the age in months plus one hours (so 5 hours for a 4 month old pup), but since it’s a small breed I’d go with no more than 4 hours.
Every time you take her/him out of his/her crate take her/him outside. (S)he should be on a leash. You should go through the same door every time. Take him/her to where you want her/him to potty and start repeating his/her potty command until (s)he finishes. Then treat her/him and let him/her play or go for a walk.
Put food and water on a schedule. Give 20 minutes to eat and then pick food up until next scheduled meal. Give water every hour (or when (s)he’s obviously thirsty.) By scheduling meals and water, you are able to predict when (s)he will need to relieve himself/herself. Put her/him on leash and take him/her out.
Watch for behaviors that tell you (s)he needs to go out: circling, squatting, sniffing,crouching, ….
I have clients who tell me their puppies won’t go while they are outside, only to come inside and make a mess on the floor! If you find this to be a problem, give her a reasonable amount of time outside and if she doesn’t go confine her for 15 minutes when you come back inside. At the end of that time, take her back out. Repeat this process until she goes. By doing this, you are teaching her that she will earn her freedom by pottying where it’s appropriate.
Lastly, basic obedience training really can help. It clarifies leadership for your dog (and sometimes for the owners as well

put newspaper down then when he or she (sorry) goes to do her business somewhere else pick up and put on newspaper make sure you speak clearly and dont shout
they have potty training pads , and you can put these drops that they sell at the store on it. Where the puppy usually uses the bathroom, put the pad there. Each day move it closer to the door, until the puppy goes outside. You will know when they need to go if you monitor when they eat. Feed them at a certain time, them after that take them out side, that way they know this is where you go. If all else fails( some are hardier to train than others) you can take them to mans best friend or petco for training.
What I did was watch for warning signs after you have fed her. Then take her outside and tell her to go potty. When she does praise her, make a big deal about it and give her some of her fav treat. I used this to train my part lab part pitt in a week.
Some dogs are just slow learners, my dog first stopped peeing in the house when he was 6 months. But one good tip is not to yell at the dog, then it thinks its because it’s peeing, but when it does his business outside give a treat. You can also find out at what time he goes and go for a walk with him at that time.
when my mom got her dog we had problems with potty training. and i found this movie i had a bout puppy and how to teach them and stuff. and it said when you take the puppy to go pee let it wander a bit. and use encouraging words like . go pee. stuff like that it worked for my moms dog.
Hmm,.. Ive had the same problem with my 3 mth. old Yorkie as well! Put alot of newspaper…or puppie pads down and he should start to use them… once he does… remove one piece at a time! good luck!
